In short

Cyber security for financial services firms in the UK is shaped by FCA operational resilience rules, new operational incident and third party reporting rules from 18 March 2027, and UK GDPR. Forever Systems supplies and manages 24/7 vendor MDR, email and identity protection and incident response retainers that help firms detect, contain and evidence cyber incidents.

Why financial services firms are a target

Financial services firms combine the things attackers want most: money movements, valuable personal and financial data, and trusted relationships that can be abused to defraud clients. A compromised mailbox can be used to send convincing payment instructions; a ransomware attack can stop a firm serving clients altogether; stolen client data creates regulatory, legal and reputational problems at the same time.

Firms also depend heavily on third parties: platforms, administrators, cloud services and IT providers. That widens the attack surface and brings regulatory expectations about how those arrangements are managed. Whether you are a bank, an insurer, a payments firm, a wealth manager or a smaller advice firm, the same questions come up: how quickly would we know, who would act, and what could we show the regulator afterwards?

The UK rules that shape cyber security in financial services

There is no single UK cyber security law for financial services. Instead several regimes overlap, and the detail depends on the type of firm. Our FCA operational resilience guide covers the FCA rules in more depth.

RegimeWhat it asks forWho it applies to
FCA operational resilience (SYSC 15A, from PS21/3)Identify important business services, set impact tolerances, map and test so you can stay within them; firms had until 31 March 2025Banks, building societies, PRA-designated investment firms, insurers, RIEs, enhanced scope SM&CR firms, payment and e-money firms, consolidated tape providers and qualifying cryptoasset firms
PS26/2 operational incident reportingA defined operational incident, reporting thresholds and a single submission process; applies from 18 March 2027All firms with a Part 4A permission, payment service providers, UK RIEs, registered trade repositories and registered credit rating agencies
PS26/2 third party reportingNotify the FCA of new or significantly changed material third party arrangements; keep a register and submit it annually; applies from 18 March 2027An enhanced scope: enhanced scope SM&CR firms, banks, designated investment firms, building societies, Solvency II firms, CASS large firms, UK RIEs, authorised payment and e-money institutions and consolidated tape providers
UK GDPRReport personal data breaches that pose a risk to the Information Commission (formerly the ICO) within 72 hours where feasibleAny firm processing personal data
DORAEU digital operational resilience rulesFinancial entities in the EU; UK firms are affected where they have EU-authorised entities or provide ICT services to EU financial entities

Two points stand out. First, PS26/2's operational incident reporting reaches every firm with a Part 4A permission, not only the larger firms in scope of the operational resilience rules, so smaller authorised firms will also need to recognise and report qualifying incidents from March 2027. Second, both regimes reward firms that can establish the facts quickly: what happened, which services were affected, for how long and what was done about it. That is the kind of information a well-run detection and response service records as it works.

We do not give regulatory advice; your compliance function or advisers decide how the rules apply to your firm. What we can do is make sure the security services behind your answers are in place and producing usable evidence.

Security services that fit financial services

The services below are the ones most often relevant to FCA-regulated firms. Each is delivered by an established vendor and set up and managed by Forever Systems.

Data location matters to many firms. Some vendor services let you choose where data is held: Check Point MDR, for example, lists the UK among its data residency options. Where data is held and processed for each service is confirmed before you commit.

Evidence for resilience testing and incident reporting

Regulators expect firms to test their resilience against severe but plausible scenarios and to learn from incidents. Managed security services help produce the material that work needs:

NeedWhat helpsExample from services we supply

The Cisco Talos Incident Response retainer, for example, combines emergency response with proactive services such as readiness assessments, incident response plans, playbooks and tabletop exercises, which sit naturally alongside operational resilience testing.

Your MSSP is a third party too

Any security provider you use becomes part of your firm's third party landscape, and depending on what it supports it may be a material arrangement under the new rules. Treat the choice accordingly. Useful questions include:

  1. Which parts of the service does the provider deliver itself, and which come from a vendor's SOC?
  2. Where is our data held and processed, and how long is it retained?
  3. What can the SOC do without asking us, and how are we told?
  4. What information will we get to support our own incident reporting?
  5. How is the provider's own access to our systems protected?
  6. What happens to our data, logs and configurations if we end the service?

We answer these openly, because our model is easy to describe: the vendor's SOC monitors and responds, and Forever Systems recommends, sets up, manages and escalates. Our guide on how to choose an MSSP covers the wider checklist.

How we work with financial services firms

How our model works. Forever Systems does not run its own security operations centre. The 24/7 monitoring, investigation and response come from the vendor service you choose, run by that vendor's security analysts. We recommend the service, set it up, manage it, act as your escalation point and review it with you. Who does what is written down and confirmed at quote.

We can review how a cyber incident affecting your important business services would be detected, contained and evidenced today, recommend vendor MDR, SIEM, email and retainer options that fit your tools, set them up and manage them, and help turn vendor reports into a form your risk and compliance teams can use. Staff remain a key control, and security awareness training for financial services helps people recognise impersonation and payment fraud attempts.

Pricing depends on users, devices, data sources and retention, so ask us for a quote. Contact us to strengthen detection and response ahead of the March 2027 reporting rules.

How Forever Systems helps with managed security

We do not run our own security operations centre. The round-the-clock monitoring, investigation and response come from managed detection and response services that established security vendors already run at scale. Our part is choosing the right one for you, setting it up properly and staying involved.

  • Independent recommendation: we supply several vendor MDR, XDR and SIEM services, including Sophos MDR, Check Point MDR and Cisco XDR, so we can suggest the one that fits the tools you already own
  • Setup and onboarding: we can deploy agents, connect integrations such as Microsoft 365 and work with the vendor through tuning
  • Clear responsibilities: escalation contacts, response permissions and who does what are agreed with you in writing and confirmed at quote
  • Ongoing management: we help with policy changes, exclusions, renewals and regular service reviews
  • Wider security too: security awareness training, Cyber Essentials and cloud security advice

We work with businesses, schools, charities and public sector organisations across the UK.

Frequently asked questions

What cyber security regulations apply to financial services in the UK?

The main ones are the FCA's operational resilience rules (SYSC 15A) for in-scope firms, the PS26/2 operational incident and third party reporting rules from 18 March 2027, and UK GDPR breach reporting. DORA is EU law: it applies to financial entities in the EU and reaches UK firms through EU-authorised entities or ICT services they provide to EU financial entities.

Do the new FCA incident reporting rules apply to small firms?

The operational incident reporting rules in PS26/2 apply to all firms with a Part 4A permission, as well as payment service providers and some other bodies, from 18 March 2027. The third party reporting rules apply to a narrower, enhanced scope of firms.

Does the FCA require 24/7 security monitoring?

The FCA's operational resilience rules focus on outcomes, such as staying within impact tolerances, rather than naming particular security products. Round-the-clock detection and response is one practical way to limit disruption from a cyber attack and to establish the facts needed for reporting.

Is an MSSP a material third party arrangement?

It can be, depending on the service and how it supports your important business services. Your firm makes that assessment under the FCA's rules and guidance.

How quickly must a personal data breach be reported in the UK?

Under UK GDPR, a personal data breach that poses a risk to people must be reported to the Information Commission, which took over the ICO's functions on 30 September 2026, without undue delay and where feasible within 72 hours of becoming aware of it. FCA reporting duties may apply as well.
